What is the EU registry?

A central index of every battery passport on the EU market

The registry does not store the full passport data — it stores references. DPP Cloud hosts the data. The registry holds the pointer. When customs officers scan the QR code, they query the registry which directs them to the live passport data.

How submission works

Create your passport

Enter all Annex XIII fields in DPP Cloud. Validate completeness before submission.

DPP Cloud submits

We submit to the EU registry using your Operator ID as the authorising credential.

Registry validates

The Commission checks Annex XIII completeness and schema compliance.

Registry ID issued

A unique Registry ID is assigned to your passport and stored in DPP Cloud.

Passport registered

Your battery is cleared for EU customs. QR scan at any port confirms registration.

Operator ID

What is an EU Registry Operator ID?

Every economic operator placing batteries on the EU market must register with the Commission to receive an Operator ID. This is a one-time registration. DPP Cloud submits all your passports using your Operator ID as the authorising credential — you only need to register once and enter it in your Settings.

One Operator ID covers all manufacturer clients you represent. DPP Cloud's AR account type is built for this — manage passports for multiple manufacturers under a single Scale account.

Rejection handling

What happens if the registry rejects a submission?

The registry performs validation checks. If rejected, DPP Cloud shows the specific field that failed and guidance on how to fix it. Correct the data and resubmit — there is no penalty for rejected submissions, only for not having a registered passport when batteries are on the market.

Missing mandatory field

The most common rejection reason. DPP Cloud prevents this with full Annex XIII validation before you submit.

Duplicate identifier

The passport number is already registered by another operator. Use a unique passport number.

Operator ID not recognised

Your EU Registry Operator ID has not been activated. Register with the Commission first, then add your ID to Settings.

Schema mismatch

The passport was created against an outdated Annex XIII version. DPP Cloud automatically tracks schema updates.

Service Provider Certification

DPP Cloud is applying for DPP Service Provider certification

The European Commission is establishing a certification scheme for DPP service providers. Certified providers meet strict standards for data security, interoperability, and availability. DPP Cloud is actively preparing for certification — ensuring your passports are submitted by a provider the Commission trusts.

Registry FAQ

Do I need to register with the EU registry directly?

You need to register with the European Commission to obtain an Operator ID — this is a one-time step you do directly with the Commission. Once you have your ID, enter it in DPP Cloud and we handle all registry submissions on your behalf.

What is a DPP Service Provider and why does it matter?

A DPP Service Provider is a company like DPP Cloud that hosts battery passport data and submits to the registry on behalf of economic operators. The Commission is establishing a certification scheme for providers. Certified providers meet strict standards for data security, interoperability, and availability.

What happens to my passports before the registry launches in July 2026?

DPP Cloud operates in mock mode until the registry launches. Your passport data is fully stored and compliant with Annex XIII. When you click Submit, a mock submission is created. When the registry goes live, DPP Cloud will automatically migrate to live submission — no action required from you.

Can I submit passports to the registry myself without using DPP Cloud?

Yes — the registry will provide a direct submission API. However, this requires your own integration, schema validation, error handling, and polling logic. DPP Cloud handles all of this automatically, including status tracking and error resolution guidance.

What if I already have a battery on the market without a registered passport on February 2027?

EU market surveillance authorities can take enforcement action including product withdrawal, fines, and customs holds. The penalty framework varies by member state but non-compliance is a significant commercial and regulatory risk.

How long does registry validation take?

The real registry timeline is not yet published. DPP Cloud's mock mode simulates a validation window of approximately 90 seconds for testing purposes. When the live registry launches, DPP Cloud will poll for status updates automatically every 5 minutes.
